National Anti-Narcotics Authority highlights new trafficking methods targeting teenagers through disguised packages and soaked paper.

ABU DHABI, August 10, 2026:The UAE National Anti-Narcotics Authority has issued an urgent warning to families across the country after security agencies detected deceptive trafficking methods designed to target children and teenagers, including narcotics soaked into A4 paper, concealed in sweets, and dispatched via unexpected courier deliveries.

Drug networks are shifting toward unconventional delivery channels to bypass detection and reach young people, according to recent intelligence gathered by UAE law enforcement agencies. Authorities revealed three primary concealment techniques identified in recent operations.

The most prominent method involves liquid narcotics dissolved and absorbed into plain sheets of A4 paper. Once dried, the chemical-soaked sheets look indistinguishable from standard stationary, allowing illicit substances to be transported or distributed discreetly through everyday channels.

Security officials also uncovered cases where narcotics were blended into commercially packaged candies and sweets. A third tactic relies on courier services to deliver unsolicited packages or disguised “gifts” triggered by contact from unknown phone numbers or social media profiles.

Federal authorities are stepping up counter-measures across air, sea, and land borders. Major General Suhail Saeed Al Khaily, Director General of the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP), confirmed enhanced inspection protocols using advanced scanning technologies to catch chemical-laced paper and concealed narcotics.

Digital awareness initiatives launched by anti-narcotics officials urge parents to establish open dialogue with their children and stay alert for sudden behavioral changes. Officials stressed that family vigilance serves as the primary barrier against drug pushers targeting schools and residential communities.

Families seeking help or confidential guidance can contact the dedicated “Hisn” rehabilitation service at 80044. The authority reiterated that substance dependency is a medical condition requiring professional care, encouraging parents to seek timely intervention without fear of social stigma.
