Civil aviation and federal authorities confirm parent employees can adjust daily shifts by up to three hours during phased academic reopening

ABU DHABI — Federal authorities across the United Arab Emirates have activated a flexible work framework for government employees to accommodate the phased reopening of schools for the 2026–2027 academic year.

The initiative allows working parents within the federal civil service to adjust their daily schedules by up to three hours. The temporary arrangement aims to help families manage drop-off and pick-up logistics during the initial phased return period, which runs from Monday, August 31, through Thursday, September 3.

Under the operational guidelines established by the Ministry of Education and federal personnel regulations, full-time attendance across all educational cycles will resume on Friday, September 4.

Staggered Schedules and Reduced Hours The Ministry of Education’s School Operations Sector directed schools to implement a four-day staggered entry model for pupils spanning Kindergarten through Grade 12 (Cycles 1, 2, and 3).

Individual school principals hold the authority to sequence year-group arrivals based on operational readiness, infrastructure capacity, and bus fleet routing. Transport schedules must be strictly coordinated between school administrations and transit providers to avoid fleet overlap.

During the four-day transition window, modified instruction hours apply across all public school cycles:

  • Kindergarten: Classes run from 8:15 AM to 11:30 AM (Monday through Thursday) and 8:00 AM to 11:30 AM on Friday.
  • Cycle 1 (Primary): Schools may choose between a 7:15 AM – 11:15 AM shift or an 8:15 AM – 12:15 PM shift from Monday through Thursday. Friday instruction runs from 7:10 AM to 10:30 AM or 8:00 AM to 11:30 AM, depending on the chosen shift.
  • Cycle 2 and 3 (Boys): Operational hours run from 7:15 AM to 12:15 PM (Monday through Thursday) and 7:10 AM to 10:25 AM on Friday.
  • Cycle 2 and 3 (Girls): Operational hours run from 8:15 AM to 1:15 PM (Monday through Thursday) and 8:00 AM to 11:30 AM on Friday.

Five Operational Oversight Teams To secure a safe environment, educational institutions must establish five specialized internal committees prior to welcoming students back to campus. These include dedicated teams for school management, activities and events, parent communication, reception and support, and security and safety.

The safety and security units are tasked with auditing physical infrastructure, cross-checking updated bus passenger manifests, and verifying safety protocols with vehicle supervisors. The parent communication teams handle pre-arrival orientation briefings, while reception teams manage dedicated drop-off zones designed to eliminate traffic congestion around campus perimeters.

Following the initial launch week, school leadership teams are required to conduct formal impact assessments, survey parent satisfaction rates, and submit post-opening operational reports directly to the ministry.
