UAE Minister of State Noura Al Kaabi outlines long-term strategy for Frank Gehry-designed museum, prioritizing regional artists and institutional resilience

ABU DHABI — The long-awaited Guggenheim Abu Dhabi will officially open its doors to the public on December 11, concluding years of anticipation surrounding the Frank Gehry-designed landmark on Saadiyat Island, UAE Minister of State Noura bint Mohammed Al Kaabi confirmed.

The opening seals the latest cornerstone in the capital’s multibillion-dollar cultural district, placing regional contemporary art at the center of a global museum network.

Al Kaabi stated that acquisitions and curatorial programs were assembled deliberately to position Middle Eastern, North African, and South Asian practitioners as central figures rather than secondary additions. Curators reviewed each piece through an exacting framework, asking why it matters, why it was selected, and why it belongs in Abu Dhabi.

“We come from the desert,” Al Kaabi said in an interview published Thursday. Drawing a parallel to Germany’s post-industrial transformation of Ruhr Valley coal mines into cultural landmarks, she suggested the UAE’s resource infrastructure could chart a similar path: “The United Arab Emirates has oil. And perhaps the oil rigs will one day become art installations.”

Saadiyat Island—translated from Arabic as the “Island of Happiness”—has grown from a quiet coastal expanse into a dense museum district. The Frank Gehry structure joins Jean Nouvel’s Louvre Abu Dhabi, digital art venue teamLab Phenomena, the Natural History Museum Abu Dhabi, Berklee Abu Dhabi, and the newly established National Orchestra. The district also serves as host to premier art gatherings, including Frieze Abu Dhabi.

Addressing cultural investment across the federation, Al Kaabi dismissed the view that museum projects function primarily as vanity drivers for tourism revenue. While tourism remains economically vital, state policy prioritizes building a sustainable, repeat audience capable of sustaining local creative dialogue over decades.

The minister acknowledged recent regional tensions, including fallout connected to conflict involving Iran, which disrupted commercial travel and tourism pipelines across the Gulf. In response, UAE authorities implemented relief measures for stranded passengers and subsidized impacted operators, adapting contingency models refined during the pandemic.

Despite regional volatility, the schedule for cultural infrastructure remained protected.

“Museums have a different priority, and that does not change,” Al Kaabi said, confirming that the December 11 opening date for the Guggenheim Abu Dhabi remains locked in without further delays.

The strategy envisions two-way intellectual exchange rather than imported culture. Al Kaabi highlighted the international reception of the late pioneering Emirati conceptual artist Hassan Sharif, whose work was showcased at Berlin’s KW Institute for Contemporary Art, as an example of UAE creative work commanding independent authority abroad. The ultimate objective, she noted, is seeing Emirati curators lead major exhibitions internationally while hosting global discourse on home soil.
