UN Crime Congress Adopts Abu Dhabi Declaration Setting Five-Year Blueprint Against Financial Crime

The 15th UN Crime Congress has adopted the Abu Dhabi Declaration, establishing a 5-year global roadmap to tackle money laundering, terror financing, and AI cyber scams.

The 15th United Nations Crime Congress establishes multilateral priorities targeting illicit financial flows, AI-driven scams, and terrorism financing through 2031

ABU DHABI, Sept. 29, 2026 :Global delegates at the 15th United Nations Congress on Crime Prevention and Criminal Justice have formally endorsed the Abu Dhabi Declaration, enacting a five-year multilateral roadmap designed to curtail cross-border financial crime, money laundering, and technology-driven offenses.

The adoption concludes intensive multilateral negotiations in the United Arab Emirates capital, aligning international judicial systems against rapidly evolving criminal networks. A senior United Nations official confirmed that the declaration establishes an operational bridge between national legal frameworks and transnational enforcement through 2031.

Judge Hatem Ali, Regional Representative of the United Nations Office on Drugs and Crime (UNODC) for the Gulf Cooperation Council (GCC) Region, stated that the declaration addresses institutional gaps exposed by modern financial networks.

“The Abu Dhabi Declaration provides a comprehensive roadmap for strengthening efforts against money laundering, terrorist financing, and emerging financial crimes, particularly those involving artificial intelligence and cyber technologies,” Ali told the Emirates News Agency (WAM).

The declaration prioritizes public participation in criminal justice systems. Rather than relying solely on post-offense enforcement, member states committed to funding grassroots programs that equip civil society to detect and report illicit schemes.

Ali emphasized that community empowerment stands as a foundational pillar of the agreement. Law enforcement authorities and judicial bodies will integrate community-driven prevention strategies, leveraging public communication networks and social media platforms to identify criminal behavior before illicit assets leave domestic jurisdictions.

The strategic pivot comes as organized crime groups scale operations through automated money laundering, algorithmic asset obfuscation, and decentralized crypto infrastructure. Delegations at the Abu Dhabi National Exhibition Centre (ADNEC) highlighted that standard enforcement mechanisms often lag behind synthetic identity fraud and cross-border digital scams.

To finance implementation, host nation authorities introduced the “Pledge4Justice” platform during the congress proceedings. The initiative translates political declarations into operational resources, backed by an initial financial pledge from the United Arab Emirates of up to $5 million spread across five annual installments through 2031. The fund is designated to upgrade investigative technology, train judicial personnel, and align cross-border asset recovery processes.

The UN Crime Congress, held every five years since 1955, convenes justice ministers, prosecutors, forensic specialists, and civil society delegates. The Abu Dhabi session operated under the theme of accelerating criminal justice and the rule of law within the digital age.

The text of the Abu Dhabi Declaration will now advance to the United Nations Commission on Crime Prevention and Criminal Justice (CCPCJ) in Vienna and the UN General Assembly in New York for formal resolution tracking and policy monitoring.
