Top security, digital, and social welfare leaders introduce unified family centers, digital literacy safeguards, and early intervention metrics showing a 95% resolution rate.

DUBAI, Oct. 23, 2026 : Dubai gathered senior security chiefs, cabinet ministers, and social policymakers at Atlantis The Royal for the Al Ameen Forum, setting out a coordinated strategy that positions household stability as the frontline shield against cyber risks, youth drug abuse, and cultural erosion.

The gathering, organized under the patronage of Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai, brought together federal and local leaders to bridge the gap between national defense policies and daily household life under the theme “The Family: The First Line of Defence in Community Security.”

Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, Chairman of the Dubai Ports and Borders Security Council, attended the high-level proceedings alongside Dubai Police Commander-in-Chief Lieutenant General Abdullah Khalifa Al Marri and the leadership of Dubai’s State Security Department.

Addressing delegates, Lieutenant General Talal Humaid Belhoul Al Falasi, President of Dubai’s State Security Department, pointed out that national resilience begins inside the home. He stated that preserving shared cultural identity and maintaining proactive vigilance against online dangers are essential to keeping the country safe from emerging unconventional threats.

The forum tackled the rapid shift toward digital automation and its direct impact on children and adolescents across six dedicated panels. Omar Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications, urged technology developers and regulators to train artificial intelligence platforms on accurate domestic historical records and regional values, ensuring modern algorithmic tools do not dilute the country’s heritage.

In the classroom, education authorities are moving to reinforce behavioral standards alongside academics. Aisha Miran, Director General of the Knowledge and Human Development Authority (KHDA), announced plans to introduce a comprehensive student code of conduct. The framework establishes collaborative councils uniting educators, students, and parents to supervise safe digital technology use and promote responsible online conduct.

Social welfare data presented at the event demonstrated concrete returns on state-backed family mediation. Hessa Buhumaid, Director General of the Community Development Authority (CDA) in Dubai, revealed that early intervention initiatives have achieved a 95 percent success rate in resolving domestic disputes this year.

According to CDA records, social workers conducted 2,400 specialized counselling sessions assisting 484 households across the emirate. Building on these outcomes, the authority oversees 148 active family-oriented support programs and is preparing to launch consolidated family centers that will bundle legal, psychological, and social services under a single administrative roof.

The forum also addressed youth protection through joint operational perspectives, with contributions from the National Anti-Narcotics Authority, the National Service and Reserve Authority, the National Emergency Crisis and Disaster Management Authority (NCEMA), and Dubai Police’s Women and Child Protection Department.

Security officials emphasized that institutional oversight cannot replace parent-led guidance. By linking civic duty, early prevention, and structured public assistance, the emirate aims to establish an enduring social safety net tailored for future generations.
