Emirates Road remains fully open as authorities deploy timed bans, expanded rest plazas, and strict permit controls to curb peak-hour congestion.

DUBAI, Sept 27, 2026 : Heavy freight vehicles will face widespread movement restrictions across Dubai starting October 1, part of a joint enforcement drive by the Roads and Transport Authority (RTA) and Dubai Police to alleviate gridlock and boost road safety during rush hours.

Emirates Road (E611) remains exempt from the order, serving as the primary corridor for regional and transiting freight across the emirate. Elsewhere, restrictions follow a tiered timetable based on traffic density, street class, and local population patterns.

Several critical routes face a total, 24-hour prohibition. These include Al Qudra Street, Al Meydan Street, the Airport Tunnel, and all crossings over Dubai Creek. Heavy trucks are completely barred from using these links at any point during the day or night.

Major arteries carrying intense mixed commuter traffic operate under a 16-hour daily ban running from 6:00 am until 10:00 pm. Sheikh Zayed Road (E11) and Beirut Street fall under this category, alongside surrounding residential communities such as Al Mizhar, Muhaisnah, and Oud Al Muteena.

Busy city corridors, including Airport Street, Damascus Street, and Oman Street, are subject to a three-tier peak restriction schedule:

  • Morning peak: 6:30 am to 8:30 am
  • Midday rush: 1:00 pm to 3:00 pm
  • Evening peak: 5:30 pm to 8:00 pm

Drivers caught moving through restricted sectors or parking haphazardly in residential quarters and along highway shoulders face immediate fines under UAE traffic regulations. RTA and Dubai Police have started an outreach campaign in multiple languages, targeting logistics firms, fleet operators, and individual drivers with digital route guidance and enforcement notices.

To absorb vehicles waiting out restriction windows, Dubai has expanded its network of dedicated heavy-vehicle rest stops. Contractors have completed 14 out of 16 planned rest facilities across six logistics zones, built through public-private partnerships. Recent expansions at seven active locations added 364 bays, lifting collective capacity across the network to 1,007 dedicated truck parking spaces. Four additional permanent stops are in the pipeline.

According to RTA operational records, roughly 400,000 truck trips take place across Dubai every day, with existing rest plazas servicing over 150,000 heavy vehicles monthly. These dedicated zones include sleeping quarters, prayer halls, dining options, retail storefronts, and fuel service stations, offering drivers structured layovers to reduce long-haul driver fatigue.

Commercial operators with urgent operational requirements during restricted periods must obtain prior authorization. Companies can secure an electronic Mobility Permit for Heavy Vehicles in Banned Times and Roads via the RTA portal through the Right-of-Way Department before dispatching fleets.
