UAE, Germany Push for Deeper Parliamentary Alignment on AI, Clean Energy and Maritime Security

Federal National Council Speaker Saqr Ghobash meets German Bundestag Vice-President Omid Nouripour in Berlin, formally proposing an institutional dialogue on emerging industries.

BERLIN — September 12, 2026 : The United Arab Emirates and Germany moved to align their legislative agendas on energy transitions and advanced technology on Friday, with the Federal National Council proposing an institutional parliamentary dialogue with the German Bundestag covering artificial intelligence, industrial innovation, and supply chain protection.

The proposal was delivered during high-level talks in Berlin between Saqr Ghobash, Speaker of the UAE Federal National Council (FNC), and Omid Nouripour, Vice-President of the German Bundestag. Ghobash presented a formal letter addressed to Bundestag President Julia Klöckner outlining an initiative to establish recurring bilateral parliamentary sessions.

Under the framework, specialized legislative committees from Abu Dhabi and Berlin would meet regularly to exchange technical expertise, review regulatory practices, and clear regulatory bottlenecks in high-priority fields, including artificial intelligence, renewable energy, and future-focused industrial infrastructure.

The legislative talks coincided with the official state visit of UAE President Sheikh Mohamed bin Zayed Al Nahyan to Germany, reinforcing a broader push by both capitals to expand their Comprehensive Strategic Partnership beyond trade into joint policy formulation.

Addressing the session, Ghobash pointed out that formal diplomatic ties established between the two nations in 1972 grew into a strategic partnership in 2004, establishing joint initiatives across green energy, climate policy, commerce, and higher education. He said the growing scale of executive-level agreements requires corresponding legislative cooperation to ensure long-term policy alignment.

The discussions also addressed regional security, with Ghobash highlighting Germany’s ongoing contributions toward Gulf stability. He underlined the critical need to preserve uninterrupted maritime trade and freedom of navigation across critical international waterways, drawing specific attention to the Strait of Hormuz. The passage remains indispensable to global commercial supply chains, crude flows, and liquefied gas transit. Ghobash reiterated the UAE’s position on regional de-escalation, international law, state sovereignty, and diplomatic dispute resolution.

Multilateral coordination was another priority. The FNC called for joint voting strategies and closer alignment with the Bundestag inside global assemblies, including the Inter-Parliamentary Union (IPU), where both bodies frequently deliberate on cross-border climate finance and sustainable industrial transitions.

Nouripour welcomed the proposed bilateral legislative dialogue, confirming that direct engagement between parliamentarians adds a critical democratic layer to the broader bilateral alliance. He stated that Sheikh Mohamed bin Zayed’s presence in Berlin reinforces the importance of legislative channels in consolidating state-to-state relations amid structural global realignments.
