Municipal authorities warn relocating free-roaming felines triggers a “vacuum effect” and advise residents on humane deterrents.
ABU DHABI, August 23, 2026:Abu Dhabi municipal authorities are stepping up community-wide efforts to manage the emirate’s stray cat population through systematic sterilisation and vaccination, warning residents that removing or relocating the animals offers no lasting solution.
The Department of Municipalities and Transport (DMT) confirmed it is expanding its Trap-Neuter-Vaccinate-Microchip-Return (TNVMR) framework across residential neighbourhoods. The program aims to stabilize stray numbers, improve animal welfare, and prevent public health risks while curbing disruptive territorial behaviors.
Municipal officials highlighted that simply trapping and moving stray cats out of an area creates a biological “vacuum effect.” When established cats are removed, neighboring unsterilised felines quickly migrate into the vacant territory to exploit available food sources and shelter, leading to rapid breeding and a net increase in population.
Under the TNVMR framework, stray cats are humanely trapped and evaluated by licensed veterinarians. The animals undergo neutering or spaying, receive essential vaccinations and deworming treatments, and are fitted with a microchip. To ensure easy identification in the field, veterinarians perform a standard, painless ear-tip procedure—removing a small portion of the cat’s ear tip—before returning the animal to its original capture site.
Addressing common community concerns—including noise, waste, scratching, and cats entering private property or vehicle engines—the department issued practical guidance for residents. Neutered cats exhibit significantly reduced rates of territorial fighting, spraying, and vocalization.
To keep animals away from sensitive areas, authorities recommend deploying humane deterrents such as motion-activated sprinklers, secure fencing, plastic anti-dig mats, or large stones in garden beds. With cooler temperatures prompting cats to seek shelter near vehicle engines, drivers are advised to check under hoods, tap bumpers, secure windows, and park in closed garages where feasible.
Municipal authorities emphasized that free-roaming cats are sentient beings capable of feelings and stress. While strays rarely pose health risks once vaccinated, they play a useful role in natural urban pest control when kept at stable levels. Residents seeking TNVMR services for their local area can submit requests directly through their local municipal service portals.
